Statement of Mission
It is the mission of RACS group homes and adult day activities programs to enhance the quality of life for adults with mental retardation by providing comprehensive support services. The RACS focuses on developing programming that is unique to the needs and wishes of the individual, ensuring health and safety needs are met for each individual, and creating a community presence. |

Description of Program Services
The Consumer Support Services Unit’s philosophy is to provide person-centered care, where the individual receiving services is the center of his service plan. The residential group homes aims to:
- Provide high quality residential service in a therapeutic environment that allows the individual to grow, emphasizing empowerment, individualism, camaraderie, and above all, safety.
- Evolve with the changing needs of the individuals we serve.
- Encourage the integration of the residents into their communities through participation in competitive employment, as well as, participation in cultural, educational, recreational, religious, and volunteer programs of the resident’s choice.
- Involve the residents in the development and execution of their Individual Service Plans and other decisions that impact their quality of life.

RACS currently operates four homes, which are designed to meet the preferences and needs of the individuals who reside in the homes. Each home provides the following services:
- 24-hour supervision by qualified staff
- Representative Payee services for individuals that cannot manager their own finances
- Daily programming to develop the individual’s daily living skills
- Transportation services
- Health and safety monitoring (assistance and advocacy with medical and psychiatric care, administration of medication, annual medical check-ups, etc.)
- Individual bedrooms in a home environment
- Home cooked meals
- Community integration opportunities
All of our homes are Licensed and under the administration of the Department of Mental Health and Mental Retardation Assistance Services. Each home is operated under the Virginia Medicaid Waiver.

Staff Training Requirements
Each home is staffed with six (6) full-time staff, which includes a program manager, and relief staff.
Residential employees at the RACS are highly qualified and undergo a month long orientation period. Additionally, staff participates in mandatory annual trainings and are encouraged to participate in elective continuing education in order to best serve our residents. Each employee receives the following trainings:
- CPR
- First Aid
- Medication Administration Certification
- TOVA Certification – Behavior modification
- Emergency Preparedness Training
- Virginia Medicaid Waiver Certification
- Human Rights Training
- Universal Precautions
- Haz-Mat (Safe Use of Chemicals)
- HIPAA Privacy Training
- Fire Extinguisher Use Training

| Success Stories from Program
A Home for "J"
It was about 10 years ago that my brother "J" was placed in a family-sized
group home in Lexington, Va. under the direction of the Rockbridge Area
Community Services Board. From the start, I have been impressed with the services
provided to him through their Residential program.
First of all, the home itself is comfortable and spacious, and fits in with
the rest of the neighborhood, giving the residents who live there a quality
home and community environment. The service plan developed for my brother
showed that he had the benefit of professional staff with the expertise to quickly
grasp the essence of his personality, his abilities, and the problems he has
faced, thus enabling them to create a plan perfectly tailored to meet his
needs.
The staff in the home have all been caring, warm and devoted. It is easy to
tell they respect, know and like "J" as an individual. Not only are they
real advocates for him, they are like family. They make going "above and beyond"
seem routine to make sure his needs are met. Under their patient guidance and
encouragement, he has learned new daily living and socialization skills. If
there are obstacles, they don't give up, but develop new ways of dealing with the
situation. Living in this nurturing, stable placement has enabled my brother
to become more trusting and outgoing. He has found not only a place to live,
but also a place he feels is truly "home". I am just so thankful that he
receives the services of this wonderful program and the remarkable people who have
made such a positive impact in his life.
