Notification of Client Rights
As a client of the Rockbridge Area Community Services you are assured of the following rights:
- Impartial access to services regardless of race, religion, sex, ethnicity or handicap.
- Participation in the development and completion of your treatment plan.
- Written information on program policies and procedures, fee schedules, and reimbursement policies and rules of conduct.
- Confidential maintenance of all information regarding you and the services you receive within the confines of the law. (Confidentiality cannot be maintained when information indicates danger to self, danger to others, and/or abuse or neglect toward children, elderly or disabled.)
- The option to inspect, copy or correct the above written information, at your expense.
- The option to consent or withhold consent for treatment, for provision of emergency physical treatment, and participation in experimental research.
- In residential programs and in other programs where such services are offered, you have the right to:
- Express your preference in menu, clothing, religious and recreational activity;
- A safe clean, and human environment;
- Clean, comfortable and suitable clothing;
- Sufficient letter writing material;
- Availability of a telephone;
- Assistance in reading or writing, if needed;
- Privacy in communication or consultation with any lawyer, judge, legislator, clergyman, licensed health practitioner and/or advocate;
- Expression of religious freedom and preferences.
- Compensation for any work performed in accordance with Fair Labor Standards Act.
- To be treated with dignity and respect at all times.
- The human, civil and legal rights accorded all citizens.
- In addition, at no time will rights, granted you by law be restricted without due process.
- Nor will you be denied any rights, privileges or benefits solely the result of being a recipient of services.

If you need assistance in understanding any of these Rights, you or your authorized representative are encouraged to seek help from any staff member.
If you feel that any of these Rights are being violated or infringed, you are encouraged to bring your concern to the attention of any staff member with whom you work, the Supervisor or Director of the program you attend, or any other employee of the Board. Complaints brought to our attention will be addressed in a timely manner and resolved as quickly as possible. You may also bring your concerns, questions, or issues to the attention of Anne Cavanaugh, Director , Quality Improvement, Human Resources and Corporate Compliance. If unresolved to your satisfaction, an appeal may be made directly to the Local Human Rights Committee. Full details of the complaint procedures may be obtained from any staff member. If you need further assistance, the Virginia Department of Mental Health and Mental Retardation provides an Advocate for you. This person will assist you in further understanding your rights and if necessary, assist in an inquiry as to your concern. You may contact this person at:
